'How do I find the Java Control Panel on my computer?'

I am using Windows 8 and I need to know how to get the Java Control Panel on my computer screen so I can change the Online Certificate Status Protocol (OCSP) to off in the Advanced Section of the Java Control Panel. Does anyone know how to do this?

I am trying to access a website and keep getting a message blocking me saying 'OCSP response, malformed request'. Is this something to do with the Java software on my computer? What do I do to stop being prevented from entering the website?
