Solved Windows 8.1 crashing on right click or certain programs

Well honestly I don't even know where this question should go. Before I say anything else I know this problem has nothing to do with a virus because I've ran full computer virus scans with 2 different programs. So that brings me to the problem, anytime I try and right click a program on the desktop it pauses, does the loading wheel, and then a red screen flashes (It is the color I have my theme set to, i've tried this on two different accounts with different colors) and it goes back to the desktop screen. None of the programs I have open close it is just like the desktop resets. I can't run any program as an admin and i'm the only one that uses my computer with only one account. I can't open my Norton 360 in normal mode but everything runs fine in safe mode, the only problem with that is that I can't get into any directory. I just got the computer at Christmas but it is almost always on. I've already checked for driver updates for my graphics card but no luck there. I also can't open some select programs like device manager, system, programs and features, and more. Thanks for any help you can think of!

Alright so I've found the problem. If anyone else is having this problem uninstall Norton 360 or your equivalent anti-virus. I'm thinking it became corrupt and that was the reason for locking me out of the computer. Hope that helps!
