Can't create iTunes Store account

I'm trying to download some free apps from the iTunes Store and to do so I need to create an iTunes Store account (which I understand has to be done from within the iTunes site, not from my browser.) So I launched the iTunes Store app, found the free app I need, and when I clicked on it the screen to create an account came up. But then I got an error message saying Item Not Available, make sure your computer accepts iTunes Music Store cookies and that your computer shows the correct time. I went into the control panel and the firewall section and made sure that iTunes was allowed in. Both public and private are checked. But I still get the same error message when trying to create the iTunes Store account. By the way, the two apps I'm trying to acquire are Meerkat and Periscope. If anyone knows of a different and safe way to do so, I'd like to hear about it. Sorry to be so wordy. Thanks so much!

Seems like your browser is blocking cookies, which browser you are using?
And don't forget to check the date and time if its true.

And don't forget to check the date and time if its true.
The web browser has nothing to do with the OP issue.

Have you tried searching the Apple Support forums, to see if anyone else is having problems?

Also, are you running iTunes from the desktop or from the Metro/Start screen? You also do not need iTunes to load apps on your iOS devices. You just need to create an iTunes/iCloud account under Settings on the device.

Make sure your computer is set to your local time and Daylight Savings Time in the drop down menu.
