[Run as Administrator] is not Functioning with Shortcuts

Hello ,,,
I just had installed Windows 8.1 and it worked very well.
After I completed installing my own software ie; Adobe, office, teamviewer .....
I found three connected major issues
First :
Option [ Run as administrator ] on right click mouse not functioning any more on any shortcut file on start or anywhere else
After doing that action [ on the image ] ... Nothing happens

Second :
All administrator tools can not run directly and require to be opened from the system32 folder not their default shortcuts


Third :
The compatibility tap disappeared from all files properties on the C:\ drive !!!

Another issue ::
My video card performance got affected but I could not recognize the problem
