Windows 8 nor BIOS boots

Very recently, my computer started having issues. One of the symptoms being virtually unusable Internet connection. The connection problem was only on that device. Many windows features were broken too like wmp and control panel, neither would load. Here's the main issue: I got a new graphics card in my computer, performed a factory reset on my computer hoping it would fix all issues, and now when I turn on my computer the monitor receives no signal. Additional info : when I turn on the computer my iPhone charger receives power for a small moment and then stops receiving power

How different is the new card from the old one? Doing the factory reset will restore the original driver for the original card. If you went from AMD/ATI to NVidia or vice versa that may be your issue? I would put the old card back in just to see if you can get something to show on screen. Swapping cards shouldn't affect the BIOS though, no drivers are loaded at that point. Does the motherboard have onboard graphics? if yes, just remove the add on card and move the monitor video cable to the motherboard connection, and try again to access BIOS.

I did both of those and each time just got no signal on my monitor

Do you hear the one BIOS Beep? Does the power LED turn on? Is the hard drive LED blinking? Have you tested that monitor on another PC to make sure it works?

I didn't hear any beeping when starting up my pc. And I havent tried on another pc as I don't have another but I did try on another monitor (my tv). I tried vga that didn't work. Then I tried hdmi that didn't work. Then I tried both at the same time and that didn't work either.

The hard drive activity LED is usually on the front of the case close to the power LED. If it has one, I've seen the odd PC with no hard drive activity LED. So everything was fine before you did the factory reset? When did you swap video cards, before or after the reset? Did the new card ever work?

Yeah, if it really locks up hard you can get no beeps. Knowing when the new card was added and if it ever worked will help sort things out. It is sounding like a hardware issue.

Resetting the BIOS to defaults with the motherboard jumper might be a good thing to do to. Did the issue happen right after doing the factory reset?

The new graphics card worked until I did the factory reset. Here's how it went down: I went to windows 8 Recovery menu. Hit remove everything and reinstall windows. It was taking a long time to "prepare" so I went and took a nap. When I came back it had me confirm I wanted to remove everything or just programs or whatever. I did that and the screen said "Restarting". I figured it would work after that so I turned off the monitor and went to sleep as I knew it would take a while. I woke up and the computer was on but no display. So I restarted the monitor no display so I performed a hard reset but still no display. And what is the motherboard jumper

Ooh! I don't know what I did but the BIOS is starting now through hdmi. Now I'm getting the boot device error and I'm thinking if I set it to the hard drive it'll just break it again

My guess is you removed everything, which wiped your C drive

But there was no registered recovery image

Got setup media? Decent with command prompt?
