Hi Jammie

What do you mean hang? Depends how your formatting it, some programs that have formatting features will hang for minutes to hours while formatting depends on how big the hard drive is.

Are you sure that the drive has already been formatted?
If you want to put the drive back to NTFS you can do so in Windows>Format or using a piece of software called Parted Magic which is a live CD and allows you to view/edit/format partitions on each hard drive.

Are you doing a quick or full format? See this article. A full format takes a lot of time:
a Full format will truly scrub through the hard drive from scratch, rebuild all of its file structures, and scans the drive to make sure that everything is on a satisfactory level. On the other hand, what a Quick format does is lay down a blank FAT and directory table without checking for bad sectors.

Are you formatting a hard drive or a solid state drive? A solid state drive takes a minute or 2 to format in Windows installation.

Also did you create your partitions during setup?

When the partitions are created, click on the 4th partition that says primary, then click next. It should format during installation.

In your bios, make sure your SATA ports are set to AHCI.

Did you try formatting it in another computer? Sounds like a bad hard drive to me.

Try using a GPARTED live USB/CD. The disc image for GPARTED and instructions on how to burn it can be found here: GParted Live on USB
