Windows 8.1 Pro x64: apps minimize when opening browser

I use multiple monitors. Let's say for example I have Netflix open on my 2nd monitor, and my web browser open on my main monitor.

If I open another browser window on my main monitor, the Netflix app on my second monitor will minimize for no reason.

I've searched Google for hours, but haven't found a fix yet, has anyone else experienced this, and fixed it?

Do you have your computer configured properly for a multiple monitor setup?

Okay... Yes all settings are as they should be. This is a bug/glitch in Windows 8.1.
What makes you think that?

Because of what's happening. That should not be intended functionality. It also doesn't happen with another installation on my laptop.

I'm also experiencing about 4 more bugs/glitches in Windows 8.1

Oh ok. Have you updated recently? Also try running Command Prompt as administrator, type in SFC/scannow and press Enter. Let it do it's thing and when it's complete, restart your computer and see if it fixed the issue.

The installation is days old with all Windows updates applied. I actually ran SFC/scannow last night, and it found no problems.
