Computer lagging on startup

Most of the times when I start up the computer and desktop shows up I'm having great lags that only goes away after waiting about 5-15 minutes sometimes even more. Lags relate to both performance and sound. If I don't wait long enough, performance might get better but it only takes a process be it game or even a browser that increases hardware usage and its back. I've taken the basic steps and thoroughly cleaned the computer with Ccleaner, defragmented and then scanned with Eset Smart Security (no viruses found). I've also managed with good amount of luck to get into task manager couple of times when the problem was still ongoing and found out that "Service host: Network service (5)" takes crazy amount of CPU (about 80-90%) and after some time it goes down to 0%. All other processes were below 2% CPU usage (except "Nvidia streamer service" that took 7,4%). I suspect the network service to be the cause of this issue but I'd rather ask here before taking any further steps.

Indeed. Just that its Network Service and takes CPU rather than disc.

Here are some things I would do for starters:

Run Sfc /scannow with Adm Command Prompt (it may take a while)

If it finishes with no corruptions then I would run Dism /Online /Cleanup-Image /RestoreHealth with Adm Command Prompt regardless.

If Sfc /scannow finishes with some but not all corruptions repaired you will need to run the Dism command anyway. If Sfc / scannow finishes with errors I would run it again after Dism /Online /Cleanup-Image /RestoreHealth

If you can get through these steps without issues that will be a good start and I would proceed with checking the Component Store by running Dism.exe /Online /Cleanup-Image /AnalyzeComponentStore at Adm Command Prompt.

This will tell you if the Component Store needs to be cleaned up. If it recommends Component Store Clean-up I would do so via Disk Clean-up or by running Dism.exe /online /Cleanup-Image /StartComponentCleanup with Adm Command Prompt.

All of this may or may not solve you problems but at the very least it will rule out possibilities.

Additional observations:

4 Gb does not seem like a lot of RAM for your system.
How much free space is left on your Primary Drive?

I agree with one of the replies above regarding System Maintenance Tasks. Your system might be having difficulties completing routine maintenance.

Done. Sfc came with some corruptions it couldn't solve but it didn't return any fatal error and completed successfully.
All other commands went fine except dism analyzing found some problems so the clean was necessary.

I have 54,5gb left.
