Pictures are Blank

Pictures I save from the Internet are coming up as blank icons. For instance. Today I "saved as" a birthday clip art to my desktop... it come up a blank square. I can click on it and it asks me how to open it. I select PSP and then I save it as a Jpg and the icon appears. I never had this problem before. In fact a lot of my previously copied photos are now showing up as PSP files but not a picture of what it is.

It sounds like a file association problem. Blank icons suggest they're not associated with anything.
When you right click and save a file from a web page, what type of file are you saving it as ?
In most cases it would be a jpg or jpeg file type.

Go to where you set your default file associations in Win 8 and make sure all your image file types are associated with your favoured Image Viewer.
Do this for bmp, gif, jpg, jpeg and png files at least.
PSP type files are the exception as they are exclusively PaintShop Pro files.

Are they initially being saved as .jpg's? It could be a browser setting. Try the download in a different browser.
One setting I think everyone should turn off is "hide extensions of known file types" in folder options.

Somehow you might have altered the PC for 'best performance', rather than 'best appearance' , which unchecks thumbnail view.

In Search box type: system > Click on its icon > Click on Advanced System Settings > Click on Settings in the Performance section (top) > Make sure Show Thumbnails Instead Of Icons is checked > Click OK

Where do you type system? I'm not a geek, can you tell. It's this windows 8 that makes it so hard to find anything. When I clicked on the Windows key and typed System I got a description of my computer, the ram, memory etc. etc.

Hold your pointer right into in the top right corner of your screen and click on the Search icon. Then type 'system' as in the image below.

I don't see the same stuff. could the problem be that I"m not signed in as Administrator? When I first boot up I have two choices, one is sign on as administrator and one is me. If I sign in as administrator the whole desktop is different without all my personal settings. So I always sign in as myself.

In the search box type user accounts and click its icon. Are you admin? It will say in the picture box in upper right.
