Solved You Dont Have Permission to Save to this Location...

Hey Windows 8 experts,

I just installed Windows 8.1 and I notice that after installing some software and wanting to save the registration keys as a text file during setup I would get this error message:

"You don't have permission to save to this location. Contact the administrator to obtain permission." Would you like to save to your Documents folder instead?

But once I say yes to saving to the Documents folder and completing the setup, I have no troubles moving the file to another location using the Windows file explorer. (I just have to confirm that I have admin rights when I do so)

Is this normal behavior?

Yes it is totally normal. Windows by default protects the system folders like Windows and Program Files so that even an administrative user cannot save into them. As you mentioned you can save file in question elsewhere and then move files to these protected system folders but even then by default you will be asked to confirm the move and use built-in administrative rights, see screenshot:
