Cant access Pc settings and other problem help :(

I just bought my pc and they installed a trial of win8.1. i dont have cd rom at first so i installed the videocard and motherboard using some installers found on the internet, so now im trying to install windows 7 i bought that is in cd. and i borrowed the cd rom of my friend. when i connect the cd rom in the pc, the drive D: appeared, but when i put cd inside it it wont boot the CD. so i think the problem is in my BIOS, but the other problem is that i cant access the BIOS, when my pc is starting up, black screen will appear for like 3-5 mins and then shows the "windows 8 is starting please wait". so it skips the portion when i can go to can get to bios by pressing f2. So i want to try the pc setting , some treads tells me that it can be access from that, the problem is i cant access the pc setting. it only shows its logo and then it will not run. I tried using the command prompt as admin but i wont work also , it says "this file does not have a program associated with it for performing this action" HELP! i want to enjoy my time with my windows 8 until i install the windows 7.

there are two different methods used to enter bios settings - F2 or DEL (just keep tapping key when pc first turned on)

But, you should be able to power on the pc with the windows 7 disk in cd drive and tap F12 to get into boot options.. Then select your cd/dvd drive

Although, you may have to go into the bios settings and "disable secure boot"
Also if 32bit version of windows "disable UEFI Boot" and "enable legacy boot"

I cant access my bios already tried spamming f2 and delete. it just black out and the welcome sign appears. also other applications wont open, like my pc settings and command prompt(admin)

The way I do it is to press & hold the Delete key just as soon as the restart starts.

I don't wait for any messages.

Sometimes a message will appear & sometimes not.
Especially the prompt to press F-12 to get the boot manager.
Sometimes it shows up.
Sometimes not.
Pressing & holding F-12 from the very beginning of the restart does work.
