Solved Repair when windows will not load and no disc

Just joined forum -i upgraded from Windows7 to 8 and then 8.1 downloaded - no disc. Today Desktop will not load- says System 32 missing file needs repair.....no disc...
Googled and it seems the repair is on the drive somewhere but how do I access it?

There were two options - press F8 and I think Settings but nothing happens with either of those.

Have moderate experience but never reformatted and do not want to lose my files.
Operating system is on C Drive and Documents etc on a partition.

Any simple instructions would be so appreciated OR do I need a PC shop..

Can you get an Administrator command prompt or Task Manager ?

no nothing - when i turn the PC on i get the Motherboard picture then the black screen and its trying to load and then blue screen saying repair - use your disc etc...tried F8 as I turn it on but that doesn't do anything

Will delete this as I have Found windows 8 disc and posted a new question as not confident to do this.

Download and create windows 8.1 setup media (link in my sig below)

Insert disk and then hold shift key and hit restart to get to the recovery options

or reboot boot and power down three times in a row.. 3 failed attemts to load windows will trigger the recovery options
