Does you login have administrative rights? Go to Control Panel, User Accounts to check. Companies or owners of a computer can change what a User can do.

Maybe your account has become corrupted, to check you could, create another user account with admin privileges and see if it then works.

If all else fails, You may have to format the computer and start a fresh installation of windows with having all your drivers, eg. Network drivers, Sound drivers, Video drivers, etc. or use recovery software (internal HDD and external HDD) on windows to go back in time. Doing backups is so important and it can not be ignored.
