Win 8.1 retail or oem question

I am getting ready to buy this it is, a retail version correct and not oem or upgrade? I need retail because I'm always changing hardware and sometime I might decide to do a complete new build. Thanks! Microsoft Windows 81 32 Bit64 Bit Traditional Disc by Office Depot & OfficeMax

Not very clear from that. It is not an upgrade, as it says Full version.

Once you have the key from your purchase, follow Option One in this tutorial to download and create a Windows 8.1 with Update 1 iso file. Then you can burn a install DVD or create a install flash drive. Skip Windows 8.0 completely and go straight to 8.1.
