Since when are HP recovery disks not covered by the warranty? I got recovery disks for my desktop a couple years ago free of charge since I was still under warranty.

Many companies do not send out recovery or installation disks anymore with Windows. The same goes with Windows 8, as your Windows Key is stored on the Motherboard itself, and you no longer need a key to re-install windows. You can, however, download an ISO of Windows 8, 7, XP, etc. They are not provided by Microsoft, but third party websites. I have used them myself and never have to worry about having a disk as I can download an ISO anytime I want.

I posted a few sites below that are guides on how to do this, as well as providing instructions to create your own installation disk. You can also create an install on a flash disk, but you need to go in the bios and make your computer boot from USB, which is relatively easy. If you choose to do a disk, you need a free ISO burner to burn the ISO image to a disk. A google search will find you many of them, and you will need to use a DVD R or RW.
