Can't Move (Drag & Drop) Anywhere

My problem occurred a few days ago while playing an online game (Hearthstone). The computer, out of nowhere, suddenly began locking up and opening menus I didn't intend to open in game. After I uninstalled and reinstalled the game nothing changed. Now the computer periodically "locks up" meaning I can't search the web, open files or anything. This can be fixed oddly enough by ctrl-alt-delete to task manager. The biggest and most annoying problem I'm facing right now is that now I can't move icons on desktop or anything in folders, including internet tabs. The issue is minor, but very inconvenient since I do a lot of drag & drop between folders.

* side note - I did install an update a few days ago as well if that means anything. I don't think that's the problem as this has never occurred before playing Hearthstone, which happened after the update.

Search Windows Defender in the Charms Bar and click on it to do this, if you have no alternative antivirus.

virus and malware didn't fix the problem. It actually stopped about a week ago, but then it came back not long after. I'm at my wits end on this. It's not a virus and it's not malware. Seems like the computer just has a mind of it's own now and I can't get control over it any longer. About to pawn it off if I can't figure this out. The biggest issue is that I can't drag anything (like music files to windows media player). If you guys have any ideas as to what it could be throw them at me. Much obliged.

shut down computer and remove power cord ,hold in power button for 1 minute,plug cord back in turn on computer ,report back if still having issues

You can try a few things as follows:
  1. This works in Windows 7 so it's worth a try to see if it works in Windows 8:
    left click and hold down the mouse button on any file then press ESC key to re-enable drag & drop.
  2. If step 1 does not work. Open the registry and go to: HKEY_CURRENT_USER\Control Panel\Desktop
    and check if the values for both DragWidth & DragHeight are set to 4. If not set them to 4.
  3. The third option is to disable UAC in the registry:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
    and set EnableLUA=0. However, this option will also break the metro apps in Windows 8/8.1.

Seems to be working again. I plugged my mouse in earlier today and was able to drag my icons and stuff around again. Hard to believe it was as simple as that, but I had no clue as to what was going on for the longest. Thanks for all the insight guys.
