Windows 8.1 and Windows 7 Dual boot, error 0xC0000428.

Recently got a new computer, installed Windows 8.1 then later decided to install Windows 7 on an older hard drive.

Windows 8.1 boots fine.

Windows 7 boots fine if I choose the second hard drive as the boot device in the BIOS.

However booting Windows 7 from the Windows 8.1 boot manager yields an error.

Status: 0xc0000428
Info: Windows cannot verify the digital signature for this file.

I have tried the standard start up repair and rebuilding/repairing the boot manager through start up repair command prompt.

I have also tried enabling skipping digital signatures however the UEFI Bios has secure boot on and would not allow me to execute the necessary commands: TESTSIGNING ON and NOINTEGRITYCHECKS ON. Should I disable secure boot and try these settings or is there some other way to get around this issue?
