Windows 8 reset problems

Basically I tried to do a full system reset on my Windows 8 laptop. I did in fact have it plugged into a power outlet knowing it took a long time. It got stuck on 33% for few hours but that didn't really strike me as strange. when I checked on it, I found that it had turned off and I thought it was finished. Turns out that it was dead because the power cord was not in the outlet as I thought ( probably knocked out moving away from my desk ). I assume it died mid-process now. When i turn it on it gives me the regular asus screen with " preparing automatic repair " then " diagnosing your pc " then " attempting repairs". Finally it gives me the message " automatic repair couldn't repair your pc press advanced options to try other options or shut down to turn off your pc" . Turning off and back on does not work.
Retrying system reset didn't work, ITLL try and guarenteed get stuck on either 5% or 33% and say " there was a problem resseting your pc " with the only option being cancel. Clicking that might give a blank blue screen.
I haven't tried anything else beside
System restore which can't find any points and refresh which says " the drive where windows is installed is locked. Unlock the drive and try again."
The pc's model is Asus X502C notebook pc
Model number: atheros/ar5b125
It came preloaded with windows 8
I also heard something about a cd but this pc doesn't have a disk port.
I also have no access to another pc besides library ones ( I'm on a phone ) thank you in advance for any help

Someone with similar machine might have a suggestion.

No idea what that would be, could be tricky if you can't access another pc to d/l restore media.

Thanks for the reply, I might have some friends who could use their pcs to help but I'm not sure, so i just went with no as I posted. Also i was interested in downgrading to windows 7 if i have to dowload everything again anyway. Well not again as it came preloaded with win 8
