Can't open programs..

Hey all.
I cannot open programs from my Windows 8 desktop..

I uninstalled a few game programs and such today along with a couple of Java programs and ever since if I am correct it's some how done something to my desktop which has stopped me from opening my programs from my Windows 8 desktop.

I also deleted a file or two from my Program Files.
What could this be?

Should I go back to my latest backup and see if this works again or is there an easier solution?

Well this is why we make them back up images, you obviously deleted a needed file and restoring a back up image should solve your problem. Option 2 search around and try to find which file was needed that you deleted and restore that file maybe that would fix you.
