Hi.
i have created a second user account on my laptop specific for my studies, but i have some programs installed before i have created the new account and they where installed as "ALL USERS". how do i remove them from my studies account?
i already found c:\users\public\desktop and removed the shortcuts from there, but they still appear under "program and features" and "start menu"(i'm using "classic shell" menu so it work like windows 7 menu).
Try either going to Users account settings in control panel, might be able to do this from right clicking the applications execute file and changing the permissions under properties in security tab.

the first option you have suggested, i cannot find any option to do what i want.
the second option, i tried removing permissions for one of the specific shared programs i want to remove from the account, well, i cannot launch them, but they are still there...in "programs and features" and as start menu objects.
Check these two locations, or in your case 3 locations. There will be one of the second one for each user. Moving them from the first one to one of the second ones should set them visible to just that one user.
