I have a pre built HP desktop with Windows 8 Pre-Installed. I am about to build an all new gaming PC with all new parts, including motherboard and hard drive. That said, I was wondering if there is ANY way to transfer the pre installed Windows 8 license to the new rig, so I can avoid buying a new Windows 8 disc (they aren't cheap).

The simple answer is NO. The Windows 8 version in the HP is an OEM version and the product key is married into the Mother Board. You'd have no choice but to buy a new copy.
