OS Wont start after failed computer restore

I was having a little trouble with the driver compatability of a new update for my toshiba sattelite computer so I decided to restore to a recent point and try to fix the driver and reupdate. When the changes were being finalized, a message saying the installation failed popped up and the computer rebooted. After the BIOS screen its just a flashing underscore. I no longer have a restore disk and am relying on a usb boot to fix my problem, but I don't know what I have to load onto the USB to fix it.

We always assume you have made your Recovery Disks using the OEM manufacturer's Recovery Media Creator app the first day you had your new PC.
& made the Startup Repair CD. (Windows 8 only)

I would recommend you making the OEM manufacturer's Recovery DVD's or USB drive.
