Overheating after windows reinstall

Im using win8.1 for a year now, yesterday i reinstalled my windows (all legal), now here's the problem: before reinstalling, at idle my cpu had about 30-40C temperature, after reinstall it stays at 60-70C and doesnt fall down even if none programs are on. Where should I start looking first? Its not dust, because i dont think it dusted that much in about 1hour on a cooling fan. Acer aspire 5560g A6-3420m

UPDATE
I find out that cause for heating is cpu running 30-50 percent at idle. Most cpu time is used by System Interrupt. I googled few hours about it, ran LatencyMon, and it came up that storport.sys driver taking most of my cpu. Results in post below

How can I fix this?
