Obtained 8.1 ISO for repair-where do I put wdsutil.dll at?

I obtained a Windows 8.1 iso image to try to do a repair of my previous issues with missing programs.
When I click on setup from the disc, it says cannot run due to missing wdsutil.dll missing. I was able to find a copy of this dll elsewhere. Which folder do I put it in so I can start repair?

So you can boot to the Desktop, right?

Click Start, type command. Right click on Command Prompt at the top and select Run as Administrator.
In the Command Prompt window, type sfc /scannow and press Enter
    Let it run to completion.

Reboot and see if the problem is fixed.

Also, I see it in these locations on my hard drive:

The one that is probably causing a problem in the on in C:\Windows\System32\oobe, which has to do with Activation and OS legitimacy.
