File Explorer takes time to load issue...

Hi.

I am currently running Windows 8.1 (Pro), also I am up-to-date with Windows Updates.
Sometimes, when I open File Explorer (a.k.a. Windows Explorer), like "This PC".
It says "This folder is empty", it then starts some-kind of searching, also icons on the left are animated like "searching".
There is another one, it also takes time to sort files/folders orders, for example when I am in C:\New Folder and there are 5 folders and 5 files inside, none big sized at all. When I click on "Name" it then takes time to reorder the view.
Very annoying, and slowing my work.
Another thing is while I experienced these issues, I found another one that is.
View>Layout sometimes gets disabled and I can't change the view.
View>Options button behaves the same.

I found something similar after installing a WiFi printer (that 99.9% of the time is off) in that it caused a massive delay in file explorer opening. The fix (from memory) was just to right click the printer and delete it ? I seem to remember it showed as a networked drive. Printer still operates as normal.

I find that if my external docked 500GB disk is on, it can do that, but I also get this problem, occasionally, with just C operating. It is very annoying but rare.

Regarding the wireless printer. I have an HP Photosmart 5520 wireless printer, and when I reinstalled it, after a make over in the pc, it showed me two printers in the C panel, normal and network, and it would not switch on when I hit print, eventually I right clicked on the icon for 'normal' (usb) printer and deleted it, the Wireless one is now spot on.

I don't have anything externally attached to my laptop (except additional monitor which shouldn't be the cause).
Also I connect to internet using a cable.. I have also disabled all items on right-click context menu from CCleaner, and it also didn't fixed anything.
Also I ran virus scan, ESET smart security and Malwarebytes AntiMalware reported none (only cookies..).

It just did it to me a moment ago, but only for a second - no files in folder - bam - full, as quick as that.

Ah... yes. I've misunderstood the op.


I too see that (certainly on this old Acer running Enterprise) but it populates in under 0.1 seconds. Barely enough time to see the "Empty Folder" text. Clicking any of my libraries does the same but it really is under 0.1s.

My problem still occur.
Ow, and also there is another annoying issue I found! when I hover over apps in taskbar, when I move cursor off the taskbar, last app that was selected "like my cursor is still hovering over them".
Same if I move mouse over notification bar, and I move my mouse away, the last one keeps the hover effect...
I have no ideas for what to Google about this.
Example image (Last app in taskbar I had selected was Snagit, and in notification bar last hovered one was Dropbox.. When I moved my cursor away, they stay like that all the time until I move over other app/icon with my cursor):
