Help With PC Refresh

My PC had Win 7, I bought the upgrade for Win 8.

I've now updated to 8.1

I'm trying to refresh and it says insert media as files are missing.

I've then downloaded the setup assistant and it says my key is valid.
Then it says it can't connect to the internet.

But I can. I did a ping test and it's working perfectly.
Where can I download the files required to refresh my PC and get past this annoying issue.

If an upgrade 8 from 7 you have to start from the beginning. Install 7, then upgrade to 8, then upgrade to 8.1. Sorry, that is how it has to be done with upgrades.

Edit: There may be a way, will have to research a bit. I believe the key thing gets in the way since you upgraded from 7. Anybody else know how to do it without fresh install?

If users don't save that iso at upgrade, I don't know if there's a way to do it!?

If you don't have an OEM PC that came with Windows 8 preinstalled and you updated Windows 8 to Windows 8.1, then when you refresh or reset Windows, it will reinstall Windows 8.1, but only if you have Windows 8.1 USB/DVD installation media.

Note: You must insert Windows 8.1 USB/DVD installation media.

If you don't insert any installation media or if you insert Windows 8 USB/DVD installation media, then you receive the following error message (see screenshot below).



Where can I download the files required to refresh my PC
