PC change settings greyed out

Hi, I have been using windows 8 from past many months, recently I updated my windows to windows 8.1. But due to compatibility issues with some softwares I had to refresh my windows back to windows 8. Since then, the PC settings icon is greyed out. I am not able to access any settings of my PC. I have attached the screenshot of the same. Please help me resolve the same.

As far as I can see, you are in the Settings Menu and that's why it's grayed out. You choose next to do on the left part.
