My OS language is Danish. My Program Files (86) folder is called Programmer (86), which is correct. My other Program Files folder was supposed to be called Programmer, but it automaticly renamed itself to Program Files.. I can't rename it
All Windows system files, folders and built-in applications and tools are
always named in English and you as the user should not change them to your language.
Using my native Finnish as an example, this is how Windows localization is done:
To give me more localized experience, Windows uses links in Finnish to point to files, folders, apps and tools. Opening the C: drive in File Explorer shows
Ohjelmatiedostot (Finnish for
Program Files) and
Ohjelmatiedostot (x86) (Finnish for
Program files (x86)) folders. As I have relocated the main user profile folder to drive E:, when I open that drive it shows me folder
Käyttäjät (Users). However,
Ohjelmatiedostot and
Käyttäjät are not real folders but instead localized links pointing the real folders which due system integrity must always have their original English names,
Program Files and
Users in this case. This can be clearly seen for instance when comparing the File Explorer view and Command Prompt view:

Check yourself: Using File Explorer, go to your
Brugere (Users in Danish) folder. You can see the localized name and path shown in addressbar as here using my Finnish Windows as an example:
Now click within the addressbar to see the real, absolute folder name and path and you will notice that although I think I am in
Käyttäjät folder, I am in fact in
Users folder instead:
This applies to all system folders. Another example: I go to a user folder called
Tiedostot (Finnish for
Documents). Explorer shows the localized path and folder (link) name:

One example using an app. In All Apps view I search for
Laskin (Finnish for
Calculator). I can search it using its localized Finnish name
Laskin because Windows has created a localized link to Calculator, or using its real English name

Checking the properties of
Laskin clearly shows that it is just a link in Finnish pointing to an application with the original application name
Calc.exe, the name this app de facto has in any language version of Windows:
The same with all built-in Windows apps, for instance my Finnish Windows shows an app called
Muistio but searching the computer there is no such app; instead
Muistio is a localized Finnish link referring to an app with English name
Notepad. Again, in all apps view I can search this app using either its localized link name
Muistio or original English name

To summarize:
Windows system files, folders, apps and tools are always named in English. If Windows is installed using any other language than English, the system creates localized links to all these files, folders, apps and tools so the user could see everything in his / her own language.
When using File Explorer you will by default see the folder, app and tool names in your language, in your case in Danish and in my case in Finnish. However these are only links to allow you to have a more completely localized Windows experience, the real folders and apps have English names.
As a user you should never change these system names. Your File Explorer will and should show
Programme link which points to
Program Files folder, as well as the
Brugere link which points to
Users folder and so on. This is how Windows functions by design, it is not an issue but instead a system created to give you more localized Windows experience.
