Windows 8 Metro screen disabled?

Working on a computer and someone said there windows 8.1 metro screen has been disabled not sure if it's from the registry or a 3rd party tool, but is there any input someone can shed some light on to help me out with this subject?

hello,as you know, i'm sure ,more info would be needed before you will get nothing but guesses, i for one have never seen a disabled metro screen ,seen some that didn't function properly, but not disabled.
here's my first guess ,you could try running dism ,and then sfc /scannow from a elevated command prompt.

Some of the startup button programs (Start8 for instance) can pretty much prevent you from getting to the Metro desktop by disabling all hot corners. Not sure if Classic Shell can do this or not.

Try pressing Windows key + C, see if that brings up the Charms menu. If so, select the blue Start screen from there. See if that works.

If you are using classic shell try shift + winkey.
