I have Windows 8.1 installed on my Toshiba Satellite C655D-S5531 Laptop.

I have had this issue for a while now, but never really thought about it.

Every time I log in on my account (and ONLY mine), as the screen is saying "Welcome" and the dot circle is spinning, I get a short screen flicker. It only happens once, and ONLY when I'm logging in.

Is this a glitch, a virus, or just because there's a lot of things loading up? I have no idea what to do with this, so if anyone could help me with this issue, it'd be appreciated a huge lot. Thanks in advance to anyone who can fix this or at least give me tips!

A flickering screen is usually related to a resolution that the monitor is not capable of. Or Windows 8.1 is still doing some kind of background process.

Do a windows key and 'R', to open a Run box. In there type 'msconfig'. Then go to the Start tab and see what is showing as startup processes. If you cannot figure it out. See this INFO: Run, RunOnce, RunServices, RunServicesOnce and Startup about how to dig into the registry to figure out what is going on at login.

Thanks, I'll check this out when I get home. Did you get the part where it only flickers once or twice during login, and ONLY when logging in to MY account? I just want to be sure of that.

Windows 8 does that. Because of maintenance and other background processes when you login.

Thanks, even though that didn't really fix anything, it at least helped me out and I can do this for further reference, plus you tried your best to help me, so now this case is SOLVED.
