Windows 8.1 - "Zero" key weirdness driving me insane

I'm hoping there is someone out there that can help me with this annoying problem.

I'm on a desktop PC running Windows 8.1.

Whenever I press the "zero" key on my keyboard, I don't get a "0", and the window focus changes to the desktop.

The keypad numbers work fine. 00000000 <--- I had to type those using the keypad.
It's only the zero key in the row of keys along the top.

I'm not sure when this started. I seem to recall that the very first time this happened a dialog box came up on the desktop saying something about "Do you want to delete this unused shortcut?".

Now when I press "zero", I don't get a "0", and the window focus changes to the desktop. Every time, without fail.

If I keep tapping the zero key while I'm on the desktop, it causes the "busy circle" on the mouse cursor to flash on for just a sec.

Has anyone ever had this happen. It's driving me nuts.

OK. I think I found the culprit.

I reinstalled the OS and started installing my programs one by one until the issue appears.

After installing the software for my Leadtek DTV Card (WinFast PVR2), the issue appeared.

When I press "zero", I don't get a "0", and a window pops up (as pictured).

If I click YES to delete this phantom shortcut, the previous behavior resumes, pressing "zero" key on my keyboard, I don't get a "0", and the window focus changes to the desktop, no matter what window I have open.

I MUST have my DTV on my PC so I guess I'll have to go to Leadtek and see if they can shed any light on this. :huh:
