Solved Need help with Restore

So I have decided to restore my Win8 from the restore discs I made when I bought the computer,my question is getting to that point.
I cannot access the "change PC settings...it doesn't do anything when I click on it. I can get to the system restore through the control panel but their is no option to totally reset the PC with the back up discs I made.
The app screen has disappeared and it now shows 3 diff Norton security icons and I cant anything from the right swipe feature with the mouse. The email doesn't work and I cant access anything on the app screen. So their is a major issue someplace.
I have the 6 CD's I made the recovery set with..question is without getting to the change PC settings whats the process for this? Any help would be great as this laptop is useless to me the way it is.
Any help would be appreciated.

How do I get to that..when I click change PC settings nothing happens...I tried rebooting with a restore disc in and nothing happens either..

To use the DVD's, first boot disk one.

Well I finally got to the reset screen and hit the rest to oem and I got "preparing" came up and then it sits at a black screen.the first DVD is in the drive but nothing seems to happen..no prompt screens come up.
This Laptop is only a year old I am assuming it got some sort of virus due to the way it was acting..I tried the basic system restore but that didn't fix anything that's why I decided to do a full reset. How long should I let it sit at the black screen or do I try the process over again? I followed the directions to hit "restart" with the "shift" key pressed was the only way to get to the rest option because hitting change PC settings didn't do anything. Now I am lost as to what a next step would be.

Are you booting the DVD one in UEFI mode?

I did finally get it to start "reset" its been resetting now for awhile and is at 8% it doesn't seem to be going off of the dvd but will let it sit and see what happens...I do not know how to get that select bootable device screen to come up. I will let this run and see what happens and post back with results. I greatly appreciate all the replies and will post back with findings after this runs wich looks like it may take awhile. Wanted to post back that I did get everything reset and installed..took a long time, close to 6 hours but its done..so thanks to all who replied and offered their knowledge...much appreciated.
