Taskbar and sleep problems

Recently just did a clean install of 8.1 pro. The first problem i am having is the sleep function doesn't work correctly at all. If i manually tell the computer to sleep it turns the monitors off and the fans and everything keeps running and it requires me to hold the power button down to reset it just to get my screens back on and it says the computer had a problem when it starts up. If i let the computer timer put it to sleep it won't wake up no matter what i do. In windows 7 with this exact setup i could move my mouse or keyboard and it would wake up where i left off. In 8.1 it wont wake up until i press the power button then it starts up like normal but it looks like more of a shutdown than a sleep has occurred since none of my programs are open as they were, there is no error message. I went into device manager made sure the USB devices were checked to be able to wake the computer and so on and nothing works. No bios settings were changed since switching to 8.1 from 7.

The other problem is about the task bar. I run 3 monitors, generally have a game like world of warcraft(in full screen windowed mode) open on the middle one and google chrome on the right one. When i click on google chrome on the right monitor the taskbar on the center monitor does not pop up. In windows 7 the taskbar would come up when you did this or when you alt tabbed. In windows 8.1 neither of these work and i literally have to click a bare spot on the actual desktop for the taskbar on the center monitor to become visible. This is a problem since i keep all my quick launch apps on the center monitor. I updated all video drivers and disabled anything that interacts with the taskbar and nothing seems to work.

Any help on both of these would be greatly appreciated.
