Solved Desktop keeps reloading

From the Start screen, when I go to desktop mode, it will first show the desktop. After that it will keep on reloading the desktop. It will not open any files or programs. I cannot even shut down the computer since the desktop does not remain stable. I have to force shut down the laptop using the power button.

I was able to back up all the files using the automatic back up without going to desktop.

Can you use the metro start screen? If so, go to Control Panel>Power Options>Choose what the power buttons do. Under "When I press the power button" click the down arrow and choose "Shut down". Hopefully, you'll be able to press the power button and the computer will shut down; thus, no more hard shutdowns.

Thanks for responding to the issue. One of the threads that you pointed out is the same issue I am having.

I cannot get get to the power off button once I click to open any apps or click the desktop icon. It starts reloading and the only way to power off is force shut down.

My issue was Norton that came with Xfinity. I reinstalled Norton and the issue was resolved.

This is what I did to stop the ding dong thing from constantly refreshing. I spent two (or more) days in settings. I deleted so many recent installations I have lots of extra space. I still had issues and easiest thing was to refresh the entire PC but I'm not a quitter so went ahead and fiddled with almost every setting I could find. I still had issues that were unrelated too so I emptied out Firefox and started over with add-ons and plug-ins. What finally did it for me was to go to "tweaks" in Auslogics. Somewhere in there was a setting to keep the shell and PC separate and refresh the desktop instead of the entire system if an error occurred. It wasn't that there were errors (or so I don't believe so just yet), it was enough to cease the constant reloading of the desktop icons (which I completely reordered and reset in the command box). One thing though, the instructions I followed didn't indicate to do so as "administrator" but with so much under my belt, I did so with Admin privilege anyway. Now I'm only a few minutes and one restart/reboot ahead of myself here and will let you know if it starts up again. Just wanted to say look to Auslogics Tweaks for the culprit before resetting the entire PC. I may anyway just for good measure seeing how I already fiddled everything up trying to find the reason. In my logs there were 38k organizational logs. I need to empty some of that out so that's where I'll research next. If anyone has a better solution, please, please respond. I had this same frustrating issue & this was how I resolved it.

1. Since the flashing screen couldn't allow me restart my PC in safe mode, I pressed the power button to force a shut down.
2. I pressed the power button to start up and pressed the power button again after 2 secs to create an unusual shutdown.
3. On next attempt to start up (by pressing power button again), Windows tried to repair startup so I could now boot into safe mode with networking.
4. I already realised the flashing issue had to do with my Norton 360 installation so I had to find a way to properly uninstall it.
5. I Googled "Norton_Removal_Tool" from Norton and downloaded it.
6. Since safe mode wouldn't normally allow installations, I downloaded "SafeMSI" to enable me install/unistall in safe mode.
7. After running "Safe MSI", I installed "Norton_Removal_Tool" to remove all Norton products/services.
8. The above action demanded a restart which I obliged to.
9. Non essential step: I ran Malwarebytes to confirm that all is alright & switched to a new antivirus.
10. My PC is back and happy again : )

I had exactly the same issue!!!!! After downloading Norton Premier 360 from their website. As my laptop kept refreshing, i was literally stuck, couldn't even get into safe mode by using the on/off instructions you gave, but i find another way of getting into safe mode:

As soon as you enter in your password, immediately before it even loads the the desktop screen, hold Ctrl + Alt + Del.

Hold shift key, click power button and select Restart.

Click Troubleshoot when the following screen appears

On Troubleshoot screen, click Advanced options

On Advanced options screen, click Startup Settings

On Startup Settings screen, click Restart
