Strange issue with Windows 8.1 and SSD

I just replaced the HD in my laptop with an SSD and did a clean install of Windows 8.1. I have a very strange issue now. When I first try to run a program the icons disappear from the desktop for a second then reappear but the program doesn't run. The second time a do this the program starts right away. This happens with every program and Windows feature. If I double click on Control Panel it doesn't run the first time but starts immediately the second time I double click it...

Has anyone even heard of suck a strange thing?

That would not be an SSD issue. That is Windows 8 & the Video driver causing that. Look in Administrative Tools > Events, and see if any problems are showing up. Also depending on the chipset manufacturer for the Graphics chipset for your computer. Download the driver directly from the mfg of the chipset website, vs. using the drivers that Windows 8.1 loaded.
