It sounds like you're getting some version of "Sleep" or "Hibernation" and not "OFF".

Since Windows 98 days, I've used and shared a 'Quick Shutdown' icon on my desktop. It's really a shortcut to the built in Shutdown program with switches to FORCE the closure of all open programs and files and then a shutdown. On my XP desktop, my Quick shutdown shortcut gets the PC DOWN and OFF in 5 to 8 seconds. On Win 8.1 it's a few seconds longer, but still FAST! It never fails!!

So try this shortcut, on your desktop.

%windir%\System32\shutdown.exe /s /t 0

You may want to copy and paste, because every space is important.

I think MS made the shutdown operation on 8 and 8.1, way too complicated. I'm afraid that there will be all too many users pressing the power button to shut down their PC, or just shutting off a power switch. Bad news!!!
The proper shutdown routine is not well documented at all.

Good Luck,
TechnoMage

PS: Often, during an install or upgrade, etc., you may just want to do a quick REBOOT of the PC.
Or actually many reboots. Eh?

This Reboot shortcut on your desktop will do that for you, and quickly too.

%windir%\Sysem32\shutdown.exe /r /t 0 /f

You may want to check your power settings to see what action will be applied when you press the power button.
