Solved Google Chrome and other programs launch extremely slowly

Hello,
This issue has been happening for 2 days. I have Windows 8.1 in an Asus G46V and it has worked smoothly since I bought it.
My anti-virus is Norton 360.
When I logged into my computer, I got an error message saying that I could use the computer because I was administrator or something like that. It was the first time I had seen that in my life. I ignored it and I tried to launch Chrome. It took around 4 minutes to start, normally it takes 5 seconds. I didn't know what it was, so I looked at event viewer and I saw I had several errors of Service Control Manager, event ID 7000. Maybe it was related, I don't know. So far I have reinstalled Chrome and re-started my PC with no success.

Someone or something has been playing in gpedit.msc, if this is a Pro edition. If not, I would start pointing fingers at Norton.

I do not have Win8 Pro
P.S: Chrome is refusing to open some pages randomly. (Oh, Snap)

Does Norton 360 install a firewall over Windows own satisfactory firewall? See if you can disable that and use the regular Windows firewall.

Yes it does. The problem is that when you disable it, Norton reenables it, even if you mark it as to be Permanently off.

When I got my first laptop with Windows XP Pro on it. After that, I decided that every version of Windows I would own, would be a pro version. That way if I ran into something like this. It was easy to change with gpedit.msc, which is the tool to change the Group Policy.

Looks like you are not alone on Norton 360 screwing with the Policies on Windows. I found this in the Microsoft Answers forum. Group Policy Client Service Failed The Logon HELP - Microsoft Community

Personally I would uninstall Norton and just run Windows Defender. If this is a laptop and you travel a lot, keep the file & printer sharing off and the built in Firewall on.

Load Adblock Plus into your Browser. Also use Web Of Trust with the browser. Even if you fix the policy problem and continue to run N360, who is to say that it will not cause it to come back.

Just was going by the post. But at least you did find out that it was a bad update. You will find that there is a lot of distaste about Symantec products, when they started to get bloated. I ran a test run of the Norton package that Comcast gives away for their subscribers.

I was surprised that it actually ran very light, and did not bog down the system at all. I did go in and turn off the backup and some other stuff, since I had no need for it. Of course Norton is not able to incorporate their toolbar into Chrome/Chromium.
