Screen clipping issue with Windows 8.1

I'm sorry if this has been posted before, but I've been peeling through forums looking for an answer to this. I'm not sure if I'm supposed to call this screen clipping, overlaying, or how I really should describe it. All I know is that ever since I've moved to Windows 8.1 this problem has been driving me up the wall. :mad: I experience this problem the most with Windows Explorer, Outlook 2013, and Google Chrome. Depending on which app I bring up, the screen within the app will show whats on the window behind it... It happens to me everyday, non-stop, and the only way to cure it is to grab the window I have active, and move it around until the clipping stops. I've uninstalled Outlook 2013 and Chrome, and re-installed. I've gone as far as reloading Windows with a complete wipe. However, I still have this issue. Can anyone point me in the right direction?
For clarity, the monitor on the left is the problem occurring in Google Chrome. The monitor on the right is a screenshot of the problem occurring in Outlook 2013.

Try reinstalling the video driver or see if there is a new version available.

Try reinstalling the video driver or see if there is a new version available.

I gave that a try... I even tried another video card. The problem still persists unfortunately. I'm currently downloading service pack 1 for outlook.

I'm using two monitors, both at 1900 by 1080. I haven't had time to give the performance settings a sterile test yet, but I will try it.

As requested, I shut off all of the features within the screenshot you provided. Ten minutes later, this happened.
I also should mention that I tried installing the latest Service Pack for Office. I also tried to use the basic theme option with Outlook, just to see if that was the problem. Unfortunately that did not help.

I still think this is a video driver issue. What driver version do you currently have? I see this on the Nvidia web site:

Some things to try:

1. Boot to Safe Mode with Networking, see if the problem occurs.
Windows key + C.
Settings
Power
Hold shift key and click RESTART.
Click on Advanced Options then Startup Settings.
Click Restart and you have almost the full advanced Boot Options menu like XP, Vista or Win 7.

2. Create a new User Account and test, see if the problem occurs there. If not then you can copy everything from the old account to the new and delete the old.

Hi, I also have this problem periodically in Outlook 2013, albeit is on win 7 and not 8.1. The only thing that I found that works is to close outlook and open either Word 2013 or Excel 2013. The only thing different is I am running my win 7 in VMWare 10.1. Now again this doesn't happen all the time just maybe once or twice a week. Since updating to VMWare to 10.1 (a month ago) this hasn't happen, so as to your problem I would say at least try what I did; though there are no promises. . .good luck.

That was me attempting to start it in Safe Mode. If you refer back to post #6 you can see the clipping issue.
