Active windows deselect and then immediately reselects

Over the past few months I have been unable to us any programs that require fullscreen and it is very hard to surf the internet or type anything because my computer keeps deselecting and reselecting my active window. I have tried disabling the touch pad and unplugging my external mouse so that is not a problem. I have also ran virus scan after virus scan and nothing has come up. The strangest thing is that this only happens on my account(adminitrator) and not my father's account(guest). I am running Webroot as my antivirus.

hmm. if u have a restore point do a system restore.
try doing a scan for errors.
open cmd as an administrator - sfc /scannow try this and see if it helps
it might take about 30 mins but make sure u have patience ;)

Have more patience if you run:

Dism /Online /Cleanup-Image /RestoreHealth

in an administrator command prompt.

It fixes the component store that sfc /scannow uses to fix things.

It hangs on 20% for a long time.

It might take up to an hour to finish.

After running it, run sfc /scannow AGAIN. :)
