C is running out of free space

hello
i know this is a kind of a stupid question but i really need help
i have a 500 GB hard drive
the windows partition -60 GB- is running out of free space (only 13 GB is free after cleaning up and so) and the performance is going down
i want to increase the capacity of my C partition without losing data -i mean decreasing the size of the other partition and adding some capacity to C-
can you help ?

What a mess! I would create or obtain recovery media and wipe that whole disk clean!

EDIT: I mean... what's with all those partitions with nothin on them?

13 GB out of 60 is not too little to properly run windows but if it stops you from installing new programs, most of them will let you install them on the other partition with eventually only small part left on C:, You can also set downloads, pictures, music and other data to go to other partition and so save a lots of space on the boot partition. PF file and hibernation file can be set to other partition too. Depending on the amount of ram, you can save up to 20 GB with the last two settings. All of that was very popular with first generation SSD owners, partly because of space (60 GB or smaller drives) and partly to save wear and tear of SSD). I still have all that implemented because of large number of programs installed and only 120 GB SSD with all that "extra stuff" going to the other 2 HDDs.
Using Windows "Disc Cleaner" once in a while, you can gain some more space too.

i know i can install programs on other partitions but it will take much time to reinstall all those programs again on other partitions
