Language preferences dialog is laggy since upgrade to 8.1

When I open this dialog (left click on language in tray->language preferences), it takes some 30 seconds until the window opens. Then, when I do things inside the dialog like adding/removing a language, it responds extremely slowly.
I had Google input tools with Russian input installed, but uninstalling it didn't improve the situation.

Any ideas?
