Weird issue with system tray

Every 40 seconds or so all system tray and taskbar icons disappear and instantly reappear as if it were a refresh. This cycle repeats on and on. Any idea how to tackle this? Thanks
(Sony Vaio Laptop, Win8.1x64)

Thanks David, I tried your suggested solution but unfortunately the issue was unresolved. Your procedure though did show a message regarding corrupt files being repaired, but no luck. I ended up restoring an image of the disc from 2 weeks ago and back to healthy Windows. Most probably this issue was caused by a Sony software install.
