Circle appearing next to pointer constantly

Internet Explorer 11 top bar flashes continually also. Since I upgraded my new computer from Win 8 to 8.1, it no longer goes to sleep on its own, wakes up after put to sleep. Thought that it might just be a problem with IE 11, but I have disabled all add-ons and then noticed after restarting the computer, the little circle next to the pointer keeps popping up when I have not opened any programs on my own. It appears that Win 8.1 started some program that is now updating every few seconds. I have an All-In-One computer with a touch screen that was just installed after Christmas and now I have a problem already and it has not been used much. Any help on the cause of this problem and a way to fix it? Thanks
