Solved No function of "Change PC Settings" on charms bar in Win 8

I am looking to make some adjustments to my system and have been advised to use the "Change PC Settings" button on the charms bar. I do not have touch screen so all my taps are with a mouse. When I open the gear icon on the charms bar all is ok and all choices are shown. The only one that doesnt work is "Change PC Settings". When I click on it nothing happens except a small jump of the screen. Please help.

You might see if re-registering the Store may be able to help to allow PC settings to open afterwards when you click on "Change PC settings".

Just my 2cents - so to speak
I have found that "Change PC Settings" often times gets repaired by Scannow.

Command Prompt > Admin > sfc /scannow

You must be and administrator running a console sessions in order to use the sfc utility

I am the administrator and the only one on theis computer

I am trying to reply to "Brink". Yes I am having problems opening other aps on the start screen. IT SEEMS IT DOESNT OPEN and windows installed aps, just my operqting pgms

ALL didn't work. Reinstalled windows 8 now all is well. I'm staying away from 8.1 for now. THANK FOR ALL WHO HELPED
