language bar disappear from taskbar

I've setup the language bar to show up on my taskbar, but everytime I click on empty spaces in taskbar, the language bar just disappeared from the taskbar. I had to go to Control Panel to configure again to "dock to taskbar". I'm pretty sure in XP you had to click on the language bar itself to configure it. Is it supposed to work this way in Windows 8.1?
