It sound like you have your uac all the way off.(ie: the slider all the way down)
This may block some metro apps.
In my opinion, and take note that this is just an opinion.... any app that behaves that way is one you may be better off avoiding altogether....

System Restore is Solution??

Is system restore a solution? Well no if you are going to turn off the UAC again. That kind of defeats the system restore. As Rickkins implies, turn on the UAC to the recommended setting and then check your apps.

There are many programs, not just APPS, that will not install or run with UAC turned off. It's some kind of built in Safety Feature, complements of Microshaft! (life was so much simpler without it)

So either turn off UAC and never run those programs or leave UAC ON and then run everything, and put up with UAC flashing in your face.
It's your choice. Nothing complicated about it. If you don't like those options, blame Microshaft.

I normally leave UAC off, after doing the Windows install, but still occasionally I have to turn it back on to install some program.

I have two little scripts, to turn UAC on or OFF, so it's not a complicated process.

Looks like you have UAC Totally shut down, and you can't do that. Sliding the UAC Slider down is not shutting it off, there is an additional tweak that does that, and it's not recommended.

You'll have to re-enable UAC, then the process will work.

    Recently lost my Windows 8 on my main PC, had to go back to Windows 7.
Unfortunately, I don't know how to re-enable it- I have a 3rd party app I use to shut it off sometimes, I can't say the name of the app. Look for a Program called "D7" by FoolishIT and it MAY have a modification that allows you to turn UAC back on.

Then, once it is back on, raise the slider back up, reboot, then back down and reboot.

You know it just occurred to me it might be that simple, just raise the level and reboot, no 3rd party app - then see if you get that same message. If it is gone, then lower the level back down to the bottom.

If raising the level does not turn UAC back on, if you still get the message let me know.
