Hi Sri, Welcome to 8 forums.
On windows type "msconfig" in search field at the start menu and open MSconfig. Go to the Services Tab and search for services related to Bluetooth. If any of them are unchecked they will not load on Windows start so make sure you have checked them.
Keep us posted.

Make sure your mobile phone is turned on to accept the blue tooth connection. Most phones have the setting to off by default. Once set up correctly it should connect.

Since the phone settings are correct according to you, then my guess would be that the dongle is the problem. Seeing as you say there is no brand name of the bluetooth dongle and I'm guessing it's using some random generic driver with no real specifications for what OS it's compatible for on the PC side of it. I would try a different bluetooth dongle, one that has great reviews and highly recommended. It may cost a bit more...but would be well worth it.
