Solved Pinned to Taskbar some combine some not

I'm noticing some programs pinned to taskbar open a separate button when run and some don't. Anyone know why?
The programs in the circle just glow when run. The arrows show pinned programs and their separate button. Each program is only running one instance. I have taskbar properties set to always combine.

You might see if unpinning them, then right click on the source .exe file to "Pin to Taskbar" again to see if it may toggle them to work properly again.

Firefox Portable does the same for me as well. The pinned one will open another icon on the taskbar, but any others opened will group with the second one that opened.
I got it. Turns out that is just some launcher or something. I pinned firefox.exe from the App subfolder and it immediately combined with the button for the running FF instance.
