Windows Explorer doesn't... work

Sounds odd, I know. But if I try to load up a Windows Explorer screen after I've closed and re-opened my laptop at any point post-startup, it doesn't work. Just a blank window and the blue loading circle next to my cursor.

It also means that I can't double click a shortcut to load an application, though right-click -> Open does the trick.

It's just annoying! Anyone able to shed some light?

Greetings HunterLionheart,

Below is a guide on how to use the DISM tool in Windows 8. Please post back on the results.

Once you have completed that use OPTION TWO from the guide below.

Finally, run Windows Update to ensure all updates have been installed.

Okay, so the former claims to have repaired a corruption. The 2nd did nothing, and I auto-update windows.

First test seems to suggest it's okay, but will drop back in if it hasn't worked. Cheers!
