windows 8.1 pro will not restart or shutdown

Whenever i try to shutdown or restart my laptop,the screen turns of but the wifi and the hdd don't,so i have to turn it of by holding the power button.I have tried several tweaks including turning of fast boot but to no avail.This problem started after a windows update,i tried to uninstall the updates and it still didn't work,Restoring the system was not a solution also.

Hi see if this helps , right click on the desktop to create a new shortcut , copy and past this,

shutdown.exe /s /t 0

into the field that opens .click ok ,it will create a icon on the desktop ,you can right click on it go to properties to change the icon if you wish ,myself I use the big red X. now click on the new shortcut to shutdown windows and see how it goes ,hope this helps

To insure that the shortcut runs, use a little more definitive shortcut, that uses a short path statement.

%windir%\System32\shutdown.exe /s /t 0

Change the /s to /r and you get a Reboot Shortcut.

The Shutdown shortcut dates all the way back to windows 98, although it's changed a little.

If the above shortcut does not work, Windows is broken and needs to be reinstalled.
Using a Backup made right after the first install, would fix it.
